Hales Happiness Special Assessment Amortization estimate
This is a sample schedule for annual payments based upon a 2.5% interest rate. This is the rate the Village is charged by the DNR for the Safe Drinking Loan.
The options are to pay the balance in full prior to October 18, 2026 or pay installments over 10 years with the interest rate as shown. There is also a $10 annual fee for administration to monitoring the installments. If paid in advance, this fee does not apply.
There is a credit anticipated from the Trust for well abandonment reserves held by the Trust. The Village secured a 100% grant for the well abandonment so the reserves will be retunred to the Trust properties as a credit of an estimated $645 per home.
Finalized 'special charges' (the private side work) calculated by July 9. We will apply the credit to that first and as we are told by raSmith,most homes will not have any private side charges as the extra Federal Funds were allowed to be used for some of those costs, any remaining credit or perhaps the entire credit, will be applied to the Special Assessments. We are going to wait to send out "bills" on the special assessments until after the 7/9 date so we apply only what is due. You will receive an invoice after that date so please hold off on any payments until after that amount is received. Further, that credit will impact the amortization as well.
